At first look this just seams to be a regular canvas military jacket (actually a fishtail parka )
Actually, very similar to our crush's jacket from Monday
But while fiddling through the tags we were informed this...

AND...
(2) Wear over Cold-Wet environmental clothing as follows:
a. Tie bottom draw cord around each leg.
b. Take up draw cord at waist for fit.
